I talked to a few safety inspectors here in North Carolina about the issues surrounding restoring a TR7 and its smog system. A lot of my worries were put to rest because the car is over the 25 year limit on smog standards. Most of their real concerns are that the brakes work, lights work and the car is actually safe to drive. One told me of horror stories where teenagers will soup up Toyotas and Hondas without any thought to things like explosions and rolling fireballs.
